Where do I send binding ruling requests?
Requests for tariff classifications or country of origin determinations should be submitted in the form of a letter and forwarded to: United States Customs and Border Protection Director, National Commodity Specialist Division Attn: CIE/Ruling Request, 10th Floor One Penn Plaza New York, N.Y. 10119 Please see CBP's web site for instructions regarding the information you should provide in your letter Requests for valuation and carrier rulings should also be in the form of a letter and forwarded to: Commissioner of Customs and Border Protection Attention: Office of Regulations and Rulings Washington, DC 20229.
